Labor Compliance and Workforce Oversight Consulting Services for SANDAG

The San Diego Association of Governments (SANDAG) requires consulting services to uphold compliance with State and Federal labor laws across its capital projects. The selected firm will support the labor compliance program and assist in implementing project labor agreements, community workforce agreements, and community benefits agreements. Eligibility is restricted to USA organizations, and work will be performed offsite. Proposals must be submitted digitally via Email or the SANDAG web-based vendor portal. Non-mandatory pre-bid meetings are scheduled for October 30, 2026, and written questions must be submitted through the vendor portal by November 6, 2026. An Evaluation Committee will score proposals using a Proposer Short List Evaluation Form, followed by potential interviews using a Proposer Interview Evaluation Form. SANDAG intends to award one five-year as-needed services (IDIQ) contract. Payment methods will be defined per Purchase or Work Order as Firm Fixed Price, Cost per Unit of Work or Deliverable, or Specific Rates of Compensation. The maximum aggregate estimated contract capacity is $4,601,000.00.
