Arbitrage Rebate Calculation and Analysis Services for the County of San Diego

The County of San Diego Chief Financial Office is seeking quotes from qualified onshore USA firms to provide arbitrage rebate calculation and analysis services for tax-exempt long-term obligations. The selected vendor must deliver arbitrage rebate reports, calculate excess earnings to be reserved for the IRS, provide accuracy certifications, perform cash flow analyses, and offer advisory services regarding yield restrictions and post-issuance tax compliance policies. Work will be performed offsite. Eligibility is restricted to USA organizations. Quotes must be submitted electronically in searchable PDF format via the County's BuyNet platform by November 23, 2026, prior to 5:00 p.m. San Diego time. Offerors must submit written questions through BuyNet by November 9, 2026, prior to 5:00 p.m. The anticipated contract term includes a one-year base period with four one-year option periods.
