Strategic Plan Development Services for the City of Shenandoah Texas

The City of Shenandoah, Texas is soliciting qualifications from consulting firms to develop a comprehensive three-to-five-year Strategic Plan. The selected firm will provide professional facilitation, public engagement, research, analysis, and strategic planning services to create an actionable implementation plan with measurable performance indicators and a shared long-term vision. Eligibility is limited to onshore USA organizations, and minority business enterprises are encouraged to submit proposals.
