Butte County Request for Proposals for Mobile Hygiene Center

Butte County Administration is seeking proposals for a Mobile Hygiene Center to provide free mobile hygiene services to 200 unique, unhoused or low-income residents in unincorporated areas of Butte County lacking adequate amenities. The selected vendor must operate a mobile unit offering shower and restroom access, laundry, hair washing and cutting, a hand-washing station, and a clean clothing closet using trauma-informed, client-centered delivery. Eligibility is limited to USA-based onshore organizations with relevant experience in providing mobile hygiene, homeless, or similar community-based services. Applicants must submit their proposals by November 24, 2026, at 5:00 pm, and all questions are due no later than November 06, 2026. Proposals must include an Experience Summary, Organization Capabilities, a Draft Scope of Work, and itemized cost details with fixed pricing valid for at least 90 days. Evaluation criteria include the vendor's reputation and experience.
