The City of Hillsboro is seeking proposals for comprehensive grant management and compliance consulting services across all phases of the grant lifecycle. Scope includes grant identification, pre-application support, application development, award administration, benefit-cost analysis, reporting, reimbursement, construction-phase compliance, closeout, document archiving, and federal audit support. Proposers can submit for one, multiple, or all ten defined Service Areas, with work performed offsite. Only onshore USA organizations meeting minimum qualifications are eligible to bid. Questions must be submitted electronically by November 4, 2026, at 2:00 p.m. Pacific time. Proposals must be submitted electronically via the City's e-procurement site by November 30, 2026, at 2:00 p.m. Pacific time, and limited to 15 pages excluding standard front and back matter. Evaluation involves a step-by-step review of written criteria by an Evaluation Committee, with potential interviews. The tentative contract start date is the end of December 2026.
