Technical Advisor Services for the South of Fraser Yard SkyTrain Facility

The South Coast British Columbia Transportation Authority (TransLink) is seeking a Technical Advisor to serve as an owner's engineer for the new South of Fraser Yard vehicle maintenance and storage facility. The selected advisor will advance the site layout to a 5% level, create a master plan, progress the opening day scope to a 30% level of design, conduct SkyTrain systems integration analysis, and provide technical, risk, quantity, and procurement inputs to support a 2027/2028 business case. Eligibility is limited to Canadian onshore organizations. The engagement is structured as an open public competition priced on hourly rates against an upset limit. The initial contract term runs from February 1, 2027, to April 30, 2028, with optional extensions at TransLink's sole discretion.
