Economic Development Consultant General Services for North Tonawanda CDBG Projects

The Lumber City Development Corporation (LCDC), on behalf of the City of North Tonawanda, NY, requires a firm or individual to provide economic development consultant general services. The selected contractor will deliver offsite technical, administrative, and program implementation assistance for Community Development Block Grant (CDBG) projects, municipal infrastructure, credit analysis, public financing, land use, and other community development activities. Eligibility is restricted to USA organizations, and Minority and Women Owned Enterprise firms are strongly encouraged to apply. Applicants must submit one proposal by email or mail to Laura Wilson at LCDC by 4:00 PM on November 23rd, 2026. Proposals must detail the applicant's background, CDBG experience, staff resumes, and a cost schedule featuring broken-down hourly labor rates, overhead, and profit for a cost reimbursement contract. LCDC will evaluate and rank proposals based on technical skills, staffing, CDBG experience, MWBE status, and cost. LCDC intends to award a three-year contract.
