Total Compensation Review Service for The City of Red Deer

The City of Red Deer requires a vendor to perform a total compensation review. Scope includes modernizing the city's compensation and total rewards philosophy, reviewing exempt job evaluation frameworks, recommending a sustainable job maintenance process, reviewing organizational structures, and analyzing salary ranges and grade structures. Eligible proponents are onshore Canadian organizations, and work will be performed offsite. Proponents must submit proposals online through the bids&tenders Bidding System by December 7, 2026, at 4:00:59 P.M. Alberta Time. Questions must be submitted through the system no later than December 1, 2026. Proposals must include team CVs, a detailed approach and methodology, three past project references, and a total inclusive fixed-price budget in Canadian Dollars (exclusive of GST). Evaluation consists of mandatory requirements, 100 technical points (minimum 80 required to open pricing), 20 pricing points, and optional presentations or interviews.
