Special Inspection and Materials Testing Services for the North Terrace Modernization Project

The Oceanside Unified School District is requesting proposals from qualified firms to provide special inspection and materials testing services for the North Terrace Modernization project in Oceanside, California. The selected firm must supply all necessary labor, supervision, certified inspectors, accredited laboratory services, equipment, and engineering support for tasks such as preconstruction document review, field inspections, sampling, nonconforming work tracking, budget forecasting, and DSA closeout. Eligible proposers must be US-based onshore organizations that maintain appropriate laboratory accreditation and employ certified inspectors and professional engineers with relevant DSA and K-12 experience. Proposers must submit two hard copies and one thumb drive to Christopher Altstatt, Purchasing Manager, by November 11, 2026, at 2:00 PM. Preproposal RFIs must be submitted by November 6, 2026, at 2:00 PM. Submissions must include a signed cover letter, firm qualifications, technical approach, an estimated fee proposal on Exhibit B, insurance documentation, signed Proposer Acknowledgment, and written acknowledgment of the geotechnical report. Proposals will be evaluated based on a 130-point scale covering firm qualifications, proposed personnel, technical approach, fee reasonableness, references, and proposal responsiveness.
