Evaluation, Installation, Replacement, and Maintenance of Building Automation Systems

Multnomah County is seeking proposals for building automation systems to evaluate, install, replace, and maintain systems for improved occupant comfort and efficiencies in Portland, OR. The scope includes property management, maintenance, capital projects, and 24/7 facility emergency responses. Eligible proposers are USA-based onshore organizations that can meet the minimum technical and administrative criteria. The buyer intends to award multiple contracts with payment provided on an hourly, time and materials basis. Proposals must be submitted electronically through the Multco Marketplace Supplier Portal by December 2, 2026, at 4:00 PM PST. An optional virtual pre-proposal conference will take place on November 3, 2026, at 8:30 AM. Proposals are evaluated on criteria including programmatic pricing and responsible business practice questions covering sustainable, corporate social, and equitable practices. The resulting contracts will have a fixed term of five years with options to renew.
