Washington State Department of Transportation Aerial Avalanche Mitigation Uncrewed Aircraft System Procurement

The Washington State Department of Transportation (WSDOT), North Central Region, is soliciting bids to procure a complete Uncrewed Aircraft System (UAS) for aerial avalanche mitigation and control operations. The required integrated solution includes the aircraft, compatible avalanche-control payload and remote ignition system, flight-control equipment, batteries, chargers, transport cases, spare parts, accessories, software licenses, initial operator and technical training, warranty, maintenance, and technical support. Eligibility is limited to USA onshore organizations. Vendors must submit their quotes via email to [email protected] by November 12, 2026, at 2:00 PM. All questions regarding the solicitation must be submitted by November 03, 2026. Submittals must include a signed Bidder Certification and Contract Signature Page, completed Price Worksheet, Technical Specifications Compliance Sheet, Bid Proposal with qualifications, Executive Order 18-03 Workers' Rights Certification, Workers' Compensation Contractor Certification, and Bidder Profile. WSDOT will evaluate quotes based on administrative pass/fail compliance, bidder qualifications, technical specifications, experience, responsibility, and evaluated cost. The agency anticipates making a single award to the responsive and responsible bidder whose proposal best meets its needs, though the lowest-priced bid will not necessarily be selected.
