State of New Hampshire Cellular and Wireless Action Plan Development Service

The New Hampshire Department of Business and Economic Affairs is seeking a vendor to develop a comprehensive cellular and wireless action plan using State Broadband Capacity Program Funds. The requested scope includes conducting stakeholder engagement, community outreach, a technical evaluation of existing infrastructure with statewide drive-testing, business case development for new infrastructure, and creating a final visually engaging action plan. Only US organizations are eligible to bid, and vendors must have experience with similar services in New Hampshire as well as regional and national broadband programs. Applicants must submit a signed transmittal letter, contractor data sheet, budget worksheet, introductory statement, case studies, key personnel resumes, references, and federal certifications. All questions regarding the opportunity are due by November 9, 2026. The selected vendor must execute a standard New Hampshire Form P-37 contract and provide a Certificate of Insurance upon award.
