Ticket to Work (TTW) Program Service

The Oregon Department of Human Services in Salem, Oregon is seeking a contractor to administer its Ticket to Work program. The agency needs to solve the challenge of tracking tickets, processing ticket claims, and maintaining consistent engagement with program participants. The selected contractor will operate as the administrative unit responsible for managing these processes and utilizing program revenue to grow individualized, long-term employment support services. The scope of work requires the contractor to make at least quarterly contact with assigned ticket holders while their tickets are assigned to Vocational Rehabilitation to assess the need for additional services. The contractor must also provide training to Ticket to Work partners on comprehensive program processes, procedures, and any federal changes. Additionally, the contractor will manage milestone-outcome payments requested and paid to partners for tickets assigned and tracked within each calendar year. Eligible bidders must be onshore organizations based in the United States. The agency allows the work to be performed either onsite in Salem or offsite. The contract period will span ten years, and the agency is currently looking for proposals to establish the budget and pricing structure.
