City of Pine Bluff Brownfields Revitalization Planning and Redevelopment Services

The City of Pine Bluff, Arkansas is issuing a Request for Qualifications seeking qualified firms and multidisciplinary professional teams to provide Brownfield Revitalization Planning Services. The selected consultant will deliver professional planning, redevelopment, economic, real-estate, infrastructure, and community engagement services to help the city create an actionable Brownfields Area-Wide Plan for the Pine Bluff Downtown Development District. The vendor will collaborate with the city, stakeholders, property owners, and businesses to establish a practical framework for assessment, cleanup, reuse, redevelopment, and investment across targeted brownfields properties. Eligibility is restricted to USA-based onshore organizations, and work will occur offsite. Interested parties must submit their sealed proposals labeled "Qualifications for Professional Services" to the Office of the City Clerk, Room 202, 200 East 8th Avenue, Pine Bluff, Arkansas. The submission deadline is 2:00 p.m. on Tuesday, November 3, 2026, at which time the city will open and read the qualifications aloud.
