Web-Based Preparedness Application Service

The agency is seeking a vendor to provide a web-based preparedness application service to support data management and incident command functions. The project requires a cloud-based application or applications that facilitate incident management, bed availability, and resource management. The system must adhere to the National Incident Management System and the National Response Framework, adapted specifically for public health and healthcare use. The scope of work covers a scalable electronic incident command system to support planning, responding to, and recovering from emergency incidents. The agency requires a statewide electronic healthcare facility resource management platform to act as a data store that captures customizable essential elements of information. This platform must organize situational awareness views, collate data into various reports, and create incidents and incident notifications via email and SMS. The application must be accessible and fully functional on any web-capable device, including tablets, smartphones, and laptops, using current versions of Microsoft Edge, Google Chrome, Apple Safari, or Mozilla Firefox. The system must support users from state, local, and regional levels while conducting cross-sector data collection and information sharing. The agency will not consider solutions that require client software installation, meaning the application must not require any software downloads onto user machines. Bidders must support role-based access controls within the application. Only onshore organizations based in the United States are eligible to perform this offsite work. The agency is looking for budget proposals to cover a contract period of three years. Bidders must submit all questions no later than June 26, 2026.
