Cloud-based State Tax Administration Record System

The agency is seeking a vendor to provide a cloud-based state tax administration record system, known as the STARS Solution. This enterprise cloud hybrid solution must integrate Modified Off-the-Shelf, Commercial Off-the-Shelf, and custom software into a fully unified tax administration system. The selected vendor will establish policies, practices, and tools to protect the system and its data from unauthorized access, use, disclosure, modification, or disruption. The scope of work requires the vendor to manage all design, development, integration, and implementation tasks, activities, and resources. The vendor must lead all development activities to ensure the application meets the STARS Solution requirements, which includes managing all Program Increment tasks. Responsibilities also include leading development efforts to deliver technical requirements, configuration, customization, feature testing, and implementation, while coordinating release content based on the backlog, application programming interfaces, and third-party applications. The vendor must manage risks and resolve issues affecting system performance, release scope, schedule, and quality. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency expects the performance of the work to take place offsite over a contract period of two years. The agency is looking for proposals to determine the budget for this project.
