Inmate Commissary Services and Accounting System

The buyer requires a vendor to provide fully operational, flexible, secure, and reliable inmate commissary services and an inmate accounting system. The vendor must design or contract for an accounting program that integrates with the buyer's current Jail Management System, Central Square. The accounting system must manage and track inmate accounts, credits, and debits for various services and court-required processes, including medical, haircuts, court fees, bonding, disciplinary reimbursements, and garnishments. Technical support must be available 24/7/365 via an 800 phone line at no additional charge. The operating system should be Microsoft Windows, and all transactions must include an audit trail. The vendor must identify fields pulled or updated from the Jail Management System. Eligibility is restricted to onshore USA organizations. Questions are due by August 28, 2026, and a pre-bid meeting is scheduled for August 21, 2026. The buyer is seeking proposals.
