Impact of Artificial Intelligence (AI) Strengthening Enforcement Capacity in Housing and Lending Practices Services

The agency is seeking services to analyze the impact of Artificial Intelligence (AI) on strengthening enforcement capacity in housing and lending practices. This project addresses the evolving landscape of civil rights laws, where AI introduces new discrimination risks and necessitates modernized regulatory approaches. The agency requires a vendor to develop guidelines and best practices for addressing AI's increased influence in housing and lending. The scope of work includes providing training and tools to help enforcement staff recognize and strategically address discrimination patterns, develop complex investigations, and enhance public education. The vendor must also provide a list of tools or information on how potential tools can aid the Enforcement Division in identifying and investigating unlawful discrimination involving automated or AI-enabled systems. Additionally, the vendor will support outreach and education efforts targeting housing providers and landlords to raise awareness of civil rights risks associated with AI tools and promote voluntary compliance. Eligibility is restricted to onshore organizations located within the USA. The performance of the work will be conducted offsite. Responses can be submitted digitally via email or online.
