Employee Health Payment Account Program Services

The agency is seeking employee health payment account program services to assist eligible employees with paying qualified out-of-pocket healthcare expenses through affordable installment payment options. This includes a turnkey solution encompassing program administration, participant enrollment, payment processing, payroll integration, customer support, reporting, implementation, and ongoing account management. The program must allow eligible employees to pay for qualified healthcare expenses over time with fixed, interest-free installment payments and no transaction fees. It should permit the establishment of purchasing limits or spending allowances and allow the agency to define eligibility based on medical plan selection, without requiring traditional credit checks. The solution must comply with all federal and state lending and consumer protection regulations, and include documented participant eligibility and credit approval processes, along with configurable repayment terms for various employee situations. Participants will receive physical and/or virtual payment credentials, secure online account access, mobile application functionality, and real-time account balances. The employer administration portal will manage eligible participant populations, display utilization statistics, and control employee eligibility. The contractor will provide payroll integration services, including secure eligibility file transfers, payroll deduction files, and payroll reconciliation files. Bidders must be an onshore USA organization. Performance of the work will be offsite. All questions must be submitted no later than July 29, 2026. The agency is looking for proposals.
