Real Property Reassessment Service

Kent County and Sussex County, Delaware, are seeking a qualified company to perform a reassessment of all real property within both counties. The primary goal is to establish fair and equitable market values for all properties using accepted mass appraisal practices and complying with applicable laws and professional standards. The reassessment must utilize a desktop review-based methodology to minimize unnecessary field inspections and support long-term cyclical reassessment maintenance. The scope of work involves a reassessment primarily conducted through a desktop review process. This process will leverage available digital resources, property data, geographic information systems (GIS), aerial imagery, oblique imagery, building permit data, prior assessment records, sales verification data, and other electronic records. The contractor must provide a detailed explanation of the proposed desktop review methodology, including the technologies, workflows, quality control procedures, and the criteria used to determine when field inspections are necessary. Eligibility for this opportunity is restricted to onshore organizations only, meaning the company must be a USA Organization. The performance of the work will require onsite presence. The contract period will be for one year. The evaluation criteria for selecting a vendor will include experience, quality of work, capacity to perform, project methodology, and price. The award will be made in writing to the respondent determined to be the most advantageous to both Kent and Sussex Counties, considering only these specified evaluation criteria. The agency is looking for proposals and has not specified a budget.
