Reservoir Square Cafe Operations and Transitional Employment Services

The Mayor’s Office of Employment Development (MOED) in Maryland requests proposals from service providers working with Baltimore City youth to manage Reservoir Square Cafe operations and provide transitional employment services. MOED requires selected organizations to offer occupational skills training to out-of-school youth, as well as career pathways and work readiness training to in-school youth. Only onshore, United States organizations may submit proposals, and contractors will perform the work offsite. MOED seeks budget proposals from bidders as it has not specified a fixed budget amount. MOED released the RFP on August 17, 2026, and hosts a virtual bidders' conference on September 1, 2026. Interested vendors must submit a digital copy of their proposal to [email protected] by 4:30 pm on September 18, 2026.
