Emergency Medical System

The Town seeks a consultant to evaluate its current emergency medical system (EMS) and provide alternative delivery models to support the upcoming planning cycle. The buyer requires an operational and financial evaluation of the current contracted ambulance service, covering staffing, reliability, clinical performance, response times, call volume, mutual aid, strengths, weaknesses, financial sustainability, and stakeholder satisfaction. Additionally, the vendor must evaluate feasible alternative EMS models, conduct financial analyses including startup costs, operating budgets, revenue generation, and long-term projections, and provide Town leadership with clear decision-making tools. The contract spans a one-year period. Work performance will occur offsite, but eligibility is restricted to onshore vendors within the USA. Bidders must submit all questions no later than September 2, 2026. The buyer looks for proposals regarding the budget, and vendors can submit responses digitally via email or online.
