Strategic Plan Development Service

The buyer needs a vendor to provide a strategic plan development service to create a comprehensive five-year strategic plan (FY 2029–2034) that guides its evolving work and anticipates regional transit needs. The requested scope includes project initiation and management, an organizational assessment and environmental scan, stakeholder engagement and focus groups, strategic framework and organizational design, strategic plan development with a phased implementation roadmap, and final plan and adoption support. Vendors perform the work offsite. To qualify, eligible bidders must be an onshore USA organization. The buyer seeks proposals for the budget and does not provide a specific budget figure.
