Housing-Focused Outreach Services

The buyer requires housing-focused street outreach teams to deliver direct, field-based engagement to individuals experiencing unsheltered homelessness. The requested scope includes providing safety, stabilization, and connections to housing, homeless, behavioral health, public health, and social service supports. Selected vendors must actively work toward permanent housing solutions and conduct targeted outreach to individuals with substance use disorders to facilitate rapid access to low-barrier treatment, including Medications for Addiction Treatment. Staff will perform nonjudgmental field engagement across encampments, street locations, and shelters while completing approved assessments. Eligibility is restricted to onshore USA organizations, and the work will occur offsite. The buyer asks bidders to submit proposals for the budget. Additionally, the buyer will host a bidder’s conference on September 8, 2026.
