City Council Strategic Plan Services

The buyer requires a vendor to provide city council strategic plan services. The requested scope includes conducting a background review and environmental scan to identify internal and external factors. The vendor must perform employee engagement by planning workshop agendas, evaluating current priorities, strategies, planned goals, and projects, and providing informational and tactical support to city staff and leadership on strategic planning, outcomes-based goal setting, and goal communication. Additionally, the vendor must lead a priority setting retreat with city council by administering a pre-retreat survey, conducting interviews with each council member, planning workshop agendas, and developing draft priorities and strategies. Only onshore, USA organizations qualify for this opportunity. The vendor will perform the work offsite. The buyer accepts proposals to determine the budget. Bidders must submit all questions no later than September 11, 2026.
