Mobile Application Services

The Hawaii WIC program requires a commercially available, production-ready mobile application to assist electronic benefit (eWIC) cardholders with shopping and benefit redemption. The buyer needs an offsite, proven product that configures and deploys quickly. Requested features include scanning product barcodes, real-time benefit balance viewing, benefit usage checks for specific food items, downloading household food package prescriptions, and sending push notifications or in-app alerts. The application must also provide engaging recipes, shopping tips, conversion charts, customized local content, and a searchable directory of WIC-authorized stores. The buyer limits eligibility to USA organizations operating onshore. The contract period spans one year, and the buyer requests proposal pricing for the budget.
