Website Enterprise Licenses Service

The buyer requires website enterprise licenses and support for its website and permitting workflows. The vendor must provide an enterprise license covering staff access without per-user fees, a research assistant, an application assistant, a staff-facing chat and email assistant, and an underlying knowledge base. The requested scope includes applicant pre-application guidance, guided application intake, real-time completeness validation, document classification, review support, reporting, configuration to adopted codes, GIS integration, API-based agency integration, and knowledge source maintenance. Additionally, the vendor must handle all implementation, rule encoding, integration engineering, testing, security review, deployment, onboarding, training, and maintenance. Only onshore USA organizations are eligible to apply, and performance of the work will be offsite. The buyer is looking for proposals to determine the budget. Vendors may submit responses digitally via email or online, and they must submit all questions no later than September 11, 2026.
