Passive Fund Provider Services

The Dukes County Contributory Retirement System seeks an index manager to act as an omnibus passive fund provider. The selected vendor will manage index products across the S&P 500, Russell 1000 Growth, Russell 1000 Value, Russell 2500, Russell 2000, and Bloomberg Aggregate indices to help the Plan fund potential future allocations. Eligible vendors must be onshore within the United States, and performance of the work will be onsite. Applicants must submit proposals via email to both Kelly McCracken at Dukes and to Dahab Associates by October 14, 2026, at 12:00 pm EST. Proposals must include detailed investment team histories, account breakdowns, quarterly returns data, and an organizational chart. Applicants must separate the fee section from the main proposal document and save it as a distinct file named "(Firm name) fees.doc". The investment consultant will evaluate all proposals and make recommendations to the Board of Trustees, who will make the final award decision.
