Third Party Administrative Services

Kitsap County requires qualified onshore USA organizations to provide third-party administrative services for its self-insured workers' compensation program. The selected contractor must manage all workers' compensation claims with opened or reopened dates after January 1, 2027, assume management of existing open claims, investigate claim validity, maintain a claims database, and issue payments. Additional duties include providing banking management, loss control services, and file maintenance, as well as advising risk management staff on assigning case managers and medical examiners. Applicants must submit one original hard copy and one electronic copy on a flash drive in a sealed package by November 5, 2026, at 2:00 PM; email and fax submissions are rejected. Written questions are due by October 23, 2026, at 2:00 PM, and top candidates may be interviewed the week of November 16, 2026. Proposals must include a signed Proposal Certification form, a Cost Proposal form outlining total fees, and an Exceptions and Assumptions form.
