Housing Needs Assessment Services

Montrose County is soliciting proposals from qualified consulting firms to conduct a comprehensive Housing Needs Assessment that satisfies the requirements of Colorado Senate Bill 24-174. The scope of work includes analyzing unincorporated county housing stock, estimating job-wage distributions, identifying displacement risks, assessing development barriers and opportunities, facilitating stakeholder involvement, and delivering policy recommendations. Eligibility is limited to USA-based onshore organizations, with preferred qualifications including Western Slope experience and AICP certification. Performance of the work will be offsite. Interested vendors must submit a sealed proposal package containing a letter of interest, completed signature page, qualifications, two references, workplan, project example, and pricing details. Questions are due by October 20, 2026, at 5:00 PM MST, and final submittals must be received by November 11, 2026, at 2:00 PM MST. Responses can be submitted digitally via email, online, or physically delivered. The established total budget for this project is $75,000, and proposals will be evaluated on qualifications, experience, references, approach, capacity, fees, budget, and submittal completeness.
