Capital Needs Assessment and Energy Audit Services

The Philadelphia Housing Development Corporation (PHDC) seeks qualified onshore, US-based vendors to provide Capital Needs Assessments (CNAs) and Level 2 Energy Audit services. The selected vendor must identify recommended testing and incorporate anticipated costs into the CNA, evaluate at least one year of utility bills, review maintenance records and as-built drawings, summarize management discussions, and include reported occupant comfort notes. Applicants must email responses electronically to [email protected] by December 11, 2026. Submit written questions to the same email address by October 23, 2026. Submissions must include Attachments A through E, containing tax clearance, anti-lobbying, campaign contribution, insurance, and cost proposal forms. PHDC will evaluate proposals based on factors including capacity, prior experience, cost, long-term cost-effectiveness, and prequalification requirements.
