Zoning Board of Adjustment Attorney Services

The City of Passaic Zoning Board of Adjustment is soliciting proposals for a law firm to provide legal services and serve as its Zoning Board Attorney. The scope of work includes attending board meetings, providing counsel, reviewing development applications and administrative appeals, offering interpretation of zoning maps or ordinances, conducting legal research, preparing resolutions, and representing the board in litigation. The term of the contract runs for one year, from January 1, 2027, to December 31, 2027. Eligible proposers must be qualified law firms licensed to practice law in the State of New Jersey with significant experience in land use law and representing local zoning boards. Bidders must be registered with the State's Division of Revenue for a Business Registration Certificate at contract award. Sealed proposals must be submitted in an endorsed envelope to the Division of Purchasing by Wednesday, October 28, 2026, at 11:00 A.M. Written requests for interpretation must be received at least seven days before the proposal opening date. An Evaluation Committee will evaluate proposals and select a winner based on administrative and technical requirements, quality, integrity, cost, and capability.
