Columbia Housing seeks proposals from qualified legal firms to provide legal services covering all agency matters for Columbia Housing and the Housing Authority of the City of Cayce. The requested scope includes handling real estate development involving low-income housing tax credits, tax-exempt bond and mortgage financing, title examinations, labor law, state housing statutes, tenant grievance hearings, and general legal consultation. Qualified onshore US organizations and law firms with expertise in public, non-profit, and housing authority legal issues are eligible to submit proposals. Proposals must be submitted digitally via email as a single PDF attachment to [email protected] by November 6, 2026, at 2:00 PM Eastern Time. Written questions must be submitted by October 26, 2026, at 5:00 PM Eastern Time, with responses posted by October 29, 2026. The contract term is for two years, and the proposal budget relies on offeror pricing proposals. Evaluation will be conducted by a committee based solely on established evaluation factors and point values, with award intended for the responsible offeror receiving the highest score.
