Consulting Environmental Services

The City of Carpinteria’s Public Works Department requires a qualified onshore USA firm to provide consulting environmental services for its Watershed Management Program. The selected consultant will support compliance with the NPDES Phase II MS4 Permit by tracking requirements, maintaining cost tracking systems, submitting annual reports, performing rainy season sampling, conducting stormwater facility and control inspections, and evaluating program effectiveness. Proposals must be a maximum of 20 pages, excluding resumes, and include a signed transmittal cover letter, executive summary, company qualifications, key staff resumes, organization approach, detailed statement of work by task, and a completed Fee Proposal Rate Sheet. Proposals are evaluated based on company qualifications and experience (25 points), project understanding and scope of work (25 points), proposed key personnel qualifications (15 points), team structure and management (15 points), past performance on similar projects (10 points), and the fee proposal rate sheet (10 points). Proposals are due to the City of Carpinteria by 4:00 p.m. on Monday, November 9, 2026. A pre-bid meeting will take place on November 17, 2026. Fee proposals must remain valid for 90 calendar days, and the selected firm must obtain required California statutory workers' compensation and general insurance before contract award.
