Support Groups and Community Support Services

The County of Kings seeks proposals for Behavioral Health Services Act (BHSA) funded Support Groups and Community Support Services to promote early identification, engagement, access, and linkage to care. Vendors must deliver structured group and community-based activities offsite from their own office premises, targeting priority populations including children, youth, young adults, and high-risk adults. The scope includes establishing service locations, group types, outreach strategies, tracking procedures, referral pathways, partner collaborations, and risk response protocols for emergent situations. Eligibility is limited to onshore USA organizations, and the County will apply a local provider preference. Proposals are due November 17, 2026, at or before 2:00 p.m. local time via email to [email protected], following a non-mandatory pre-bid meeting on November 3, 2026. Submissions must follow a specified format including a completed signature page, cover letter, company overview, subcontractor list, relevant experience with at least five references, support team details, timeframe, requested County assistance, a project cost breakdown with a 60-day price guarantee, and a concise proposed scope of work. Multiple awards will be made under this RFP.
