Planning Services

The City of Cortez seeks on-call planning services to supplement internal staff resources and assist with development review, Planning Commission support, zoning and land use code updates, economic development initiatives, and long-range planning. Consultants will evaluate land use applications, prepare written planning analyses and staff reports, and provide technical planning guidance to city staff and applicants. Only USA onshore organizations are eligible to bid, and performance of the work will be offsite. Applicants must submit proposals digitally via email or online by November 17, 2026, at 3:00 p.m., including completed submissions with vendor information, rate schedules, and identified proprietary information. Vendors must submit all questions by November 5, 2026. The buyer evaluates proposals on a 100-point scale based on understanding of planning needs, relevant municipal experience, personnel qualifications, communication, and schedule management. Selected contractors must maintain required general, automobile, and professional liability insurance policies. The contract term commences on the effective date and ends on a date to be determined, with the budget based on submitted cost proposals and rate schedules.
