Municipal Solicitor Service

The Township of Florence seeks a municipal solicitor to provide legal services covering all aspects of municipal law for a one-year contract term. Eligible applicants must be USA-based and meet specific experience criteria, either as an individual with at least ten years of personal municipal law experience or as a New Jersey licensed attorney at a multi-discipline firm with an attorney possessing that required experience. Solo practitioners must meet the experience requirements for a firm, and candidates must explain how they meet these qualifications, supply three local government references, and name the designated attorney. Applicants must submit one thumb drive with PDF documents and six original paper copies in a sealed envelope to the Township Clerk by 10:00 AM on November 12, 2026. Submissions must include a proposed fee structure, Business Registration Certificate, Certificate of Employee Information Reporting for Affirmative Action, Certificate of Insurance, and Disclosure of Investment Activities with Iran. The Township evaluates submissions via an RFQ process to find the highest quality provider and an RFP process to ensure proposed costs are fair and reasonable based on budget interests, market rates, and applicant expertise.
