Software Solution and Technical Assistance for Heat Pump Permit Streamlining Software

Ava Community Energy Authority is seeking proposals from qualified USA-based firms to provide a software solution and technical assistance to support permit streamlining for heat pump water heaters and heat pump HVAC equipment. The selected vendor will handle software discovery, design, development, testing, deployment, ongoing maintenance, and technical assistance, including stakeholder engagement and regulatory support. Work must allow for automated permit processing without human interaction under nominal conditions and will be performed offsite. Only onshore USA organizations are eligible to submit proposals. Bidders must hold commercial general liability, automobile liability, workers' compensation, and professional liability insurance. Submissions can be sent digitally via email or online, with all proposals due by 11:59 p.m. on November 23, 2026. A pre-bid webinar is scheduled for October 30, 2026, and all questions must be submitted no later than November 4, 2026.
