Borough of Roseland Request for Qualifications for 2027 Municipal Auditor Services

The Borough of Roseland is soliciting proposals through a Request for Qualifications to select a Municipal Auditor for 2027. The selected professional will conduct an annual audit of the Borough's books, records, and financial statements across all funds for the calendar year ending December 31, 2027. Additional duties include assisting with the 2027 annual budget preparation, supporting debt issuance official statements if needed, and providing financial advisory services. Eligibility is restricted to onshore USA organizations. Interested candidates must have a minimum of ten years of experience providing municipal auditing services and demonstrate a proven record of advising municipalities of similar size and complexity. Applicants must submit proof of business registration with their proposal, show compliance with state affirmative action rules, and furnish certificates naming the Borough as an additional insured prior to contract execution. Proposals must include one original hard copy and one digital copy on a flash drive or CD, along with required forms, resumes, professional license copies, fee schedules, and at least three references. Submissions are due by 10:30 AM on Thursday, November 5, 2026, via mail or physical drop-off. The Borough will evaluate proposals based on firm qualifications and experience, key staff qualifications, and cost competitiveness.
