Statewide Non-Project Specific Environmental and Traffic Modeling Engineering Services

The Colorado Department of Transportation (CDOT) is soliciting proposals for statewide non-project specific environmental services. Selected consultants will provide engineering support, environmental design, planning studies, field support, NEPA documentation, and compliance monitoring on an as-needed basis. Eligible USA-based prime consultants must self-perform at least 30% of the work and hold a valid Master Pricing Agreement with CDOT prior to contract execution. Proposals must be submitted electronically via BidNet Direct by 12:00 PM Mountain Time on November 12, 2026. All questions regarding the solicitation must be submitted through BidNet Direct by October 29, 2026, at 12:00 PM Mountain Time. Proposals are limited to eight pages and will be evaluated on project team qualifications (10 points), past experience (25 points), critical issues and approach (30 points), unique perspectives (15 points), and small business participation (10 points). CDOT anticipates awarding nine contracts totaling $21,000,000, consisting of five $3 million contracts and four $1.5 million contracts. Contract execution is scheduled for February 19, 2027, with fee negotiations set at a 10% rate.
