Diabetes Patient Navigation Program Consulting Services for Texas Tech University Health Sciences Center

Texas Tech University Health Sciences Center at El Paso is soliciting proposals for diabetes patient navigation program consulting services. The selected vendor will conduct a comprehensive needs assessment and formulate a strategic plan to establish a centralized, scalable, and sustainable navigation model. The work includes evaluating current services, identifying gaps, assessing community partnerships, planning implementation, and performing financial feasibility and budget analyses. Performance of the work will take place offsite. Eligibility is limited to onshore USA organizations. Proposals must be submitted online via the TechBid system or delivered as one original bound paper copy to the university's purchasing office in El Paso, Texas. Submittals must include responses to specifications, a signed Execution of Offer, and an Addenda Checklist. The deadline for proposal submissions is November 30, 2026, at 12:00 P.M. MST. Proposals must remain valid for at least 120 days following the submittal deadline.
