Financial Consultant Services for the Transit Oriented Communities Program

The Hennepin County Housing and Redevelopment Authority requires offsite financial consultant services to support its Transit Oriented Communities Program. The selected vendor will evaluate financing assumptions, subsidy levels, and project costs for infrastructure, real estate development, and property acquisition applications submitted by non-profit and for-profit developers. Scope of work also includes conducting follow-up discussions with applicants and reviewing real estate submittals and pro formas for other requests for proposals. Eligible offerors are restricted to USA-based organizations operating onshore. Applicants must submit questions by November 3, 2026, at 3:00 p.m. Proposals are due by November 12, 2026, at 3:00 p.m. Selected vendors will be paid on an hourly rate basis through monthly invoice submissions.
