Craven County RFP for Benefits Brokerage and Consulting Services

Craven County Government Human Resources Department is soliciting proposals for North Carolina-licensed, independent insurance broker and consultation services for employee benefits. The selected vendor will assist the county with strategically planning, designing, bidding, negotiating, and administering a competitive employee benefits package, including self-funded health, dental, pharmacy, voluntary benefits, and Section 125 services with plan effective dates starting July 1, 2027. Work will be performed offsite, and proposers must respond to the entire Request for Proposals. Only USA organizations with North Carolina insurance broker licensing are eligible to bid. Questions must be submitted no later than November 4, 2026. Applicants must submit four hard copies in a sealed envelope and one combined viewable PDF copy on a flash drive or via email by Friday, November 13, 2026, at 2:00 PM EST. Electronic-only submissions via email or fax will not be considered.
