Oswego County Family First Prevention Services and Parenting Support RFP

The County of Oswego seeks proposals from qualified child welfare agencies to deliver Family Time/Parenting Time and Evidence Based Family Support Services in Oswego County, NY. The selected vendor must provide supervised visitation, coaching, education, and therapeutic interventions to strengthen parent-child relationships and support safe family reunifications. Work must be performed offsite at the vendor's office premises. Qualified child welfare agencies must be onshore USA organizations with prior experience delivering preventive services to youth in Oswego County and proficiency in the CONNECTIONS NYS OCFS web-based case recording system. Professional human services staff must hold a bachelor's degree in human or social services, and supervisors must have a bachelor's degree plus two years of direct child welfare experience; interns and volunteers are prohibited. Staff must pass State Central Registry clearance and possess a valid NYS driver's license and inspected vehicle. Proposers must submit one original hard copy and one electronic flash drive copy by mail or in person to the County Purchasing Department, alongside an electronic submission via BidNet. Submissions are due by 2:00 p.m. on November 25, 2026, and all questions must be submitted by November 13, 2026.
