Citywide Master Plan Services for Economic Development, Downtown Revitalization, and Community Resilience

The City of Mount Clemens is requesting proposals for offsite citywide master plan services focused on economic development, downtown revitalization, and community resilience. The selected vendor must deliver a long-term redevelopment vision that complies with the planning enabling act, supports business growth, and identifies strategic investment, infill, adaptive reuse, and public realm improvements with prioritized actions and funding sources. Participation is restricted to USA-based onshore organizations. Questions are due in writing by 12:00 A.M. EST on November 18, 2026. Sealed bids must be submitted online via the BidNet (MITN) procurement system, by email to [email protected], or physically by 9:00 A.M. EST on November 24, 2026. The city will evaluate proposals based on consultant qualifications, experience, project understanding, proposed methodology, public engagement strategy, schedule, cost, and potential interviews to determine the best overall value.
