City of Newport Roadway Safety Planning and Supplemental Action Plan Services

The City of Newport, Rhode Island's Planning Department is seeking an onshore USA consultant to provide roadway safety planning and supplemental action plan services. The selected vendor must review existing city plans and datasets, lead community and stakeholder engagement, perform road safety assessments for Third Street and Maple Avenue, and integrate findings into a supplemental action plan. Work will be performed offsite in close coordination with city staff. Eligibility is limited to USA organizations. Applicants must register on BidNet Direct and submit proposals in sealed envelopes containing one original technical proposal, two technical proposal paper copies, a signed W-9, a List of Corporate Officers Form, and a separate sealed cost proposal containing one original and two paper copies. A non-mandatory virtual pre-bid conference is scheduled for November 4, 2026, at 10:00 A.M. Local Time. Questions must be emailed to [email protected] by November 6, 2026, at 2:00 P.M. Proposals will be evaluated out of 100 points based on relevant experience (25 points), community engagement (25 points), approach (25 points), and project management (25 points).
