Emerging Technologies Services

The City of Sacramento, California is seeking a vendor to provide emerging technologies services. The agency needs to address critical requirements across cybersecurity, data integration, artificial intelligence transparency, and public-facing digital accessibility. This initiative ensures all technology deployments align with city standards, security protocols, and public transparency ordinances. The scope of work covers four primary technical areas. First, the selected contractor must undergo a cybersecurity risk assessment for every entity manufacturing the product, performing technical functions, or accessing city networks, including prime contractors, subcontractors, and resellers. Second, the agency requires all data integrations to use approved APIs or connectors, prohibiting direct database access and manual exports while ensuring all data pipelines into the Snowflake Unified Data Platform use approved patterns and include provenance metadata. Third, the project requires compliance with the city's AI transparency ordinance, which involves answering twenty-two questions for the open data portal and establishing monitoring processes for bias, disparate impact, and performance drift in deployed AI models. Fourth, the agency requires all custom portals to feature a clear, plain-English third-level name appended to the official dot-gov domain to ensure digital accessibility for all residents. Eligibility is restricted to onshore vendors located within the United States. The agency requires the performance of the work to take place onsite in Sacramento. The agency has not disclosed a set budget and is currently looking for proposals to determine the cost of these services.
