Enrollment Management System Design, Development, Implementation and Ongoing Hosting and Support Service

The issuing agency is seeking a vendor to provide enrollment management system design, development, implementation, and ongoing hosting and support services. The agency requires a system architecture with no single point of failure that supports fault tolerance and failover across web, application, database, storage, and secondary devices. To support the system lifecycle, the agency needs provider module environments for development, system integration testing, user acceptance testing, and production, with the capability to provision additional environments as needed. The production solution must remain available twenty-four hours a day, seven days a week, excluding planned maintenance. The requested system must feature a Business Rules Engine with a user-friendly graphical user interface that allows authorized agency resources to create, configure, and maintain natural language business rules without coding changes. This engine must support rolling back to prior rule versions without impacting production availability, and it must send alerts for identified issues and take appropriate corrective actions. Additionally, the solution must collect, validate, and maintain Clinical Laboratory Improvement Amendments certification details for claims adjudication, and it must include a spell check feature within the notes section. The agency limits eligibility to onshore organizations based in the United States, and the performance of all work will take place offsite.
