Electronic Visit Verification Data Aggregation, Validation, Compliance and Oversight Service

The Delaware government authority is seeking a contractor to provide electronic visit verification data aggregation, validation, compliance, and oversight services. Under this provider choice model, providers will select, contract with, and operate their own visit capture systems, while the state centrally manages the data. The agency is trying to solve the challenge of managing data from multiple third-party systems by normalizing and validating the information in accordance with agency-defined standards. The scope of work requires the contractor to support the receipt of data from multiple third-party systems, support program integrity, and facilitate federal T-MSIS reporting by sending pertinent data to the state. The contractor will not provide a provider-facing visit capture, scheduling, or data collection system. The platform must support vendor-neutral integration with an unlimited number of third-party vendors, accommodate member-directed services, and ensure compliance with the Cures Act. Bidders must perform all work offsite and must be located onshore within the United States. The agency is looking for budget proposals for a contract period of one year. Bidders must submit all questions no later than July 21, 2026, and the agency will hold a pre-bid meeting on August 4, 2026.
