RFI for Performance and Goals Management Service

The City of Saskatoon is seeking high-level information regarding performance and goals management services. The agency is implementing SAP SuccessFactors Performance & Goals Management (PMGM) and requires insight into job architecture development, competency and skill libraries, proficiency level frameworks, and standardized goal libraries. The agency also seeks information on performance management models, including rating structures, weighting, and the balance between goals and competencies. The project covers the development of competency, skills, and goal frameworks within SAP SuccessFactors PMGM. The agency currently has core and leadership competencies with observable behaviors, and identified leadership skills for specific roles. Areas not yet established include defined skills for individual contributor positions, defined proficiency levels for competencies and skills, benchmarks aligned to job families, levels, or pay grades, a structured framework linking competencies and skills to job architecture, and a direct link between performance management and compensation. Eligibility for this RFI is limited to Canadian organizations only. The agency is looking for proposals, and the performance of any subsequent work will be onsite. The RFI was issued on July 9, 2026, with a deadline for questions on July 27, 2026. The submission deadline for responses is July 31, 2026. The RFI is for information-gathering purposes and does not constitute a formal bidding process or a commitment to procure goods or services.
